1. Create Shipping Zone
Shipping zones help you logically group your shipping regions. You are able to apply a single shipping rate to all countries within your shipping zones. Customers can only view one shipping zone at any given time.
2. Group your countries
Once you've created your shipping zones you are ready to start adding countries. Each country added will inherit any configuration from it's zone.
3. Create shipping rates
Choose an appropriate shipping rate name as this will be shown at checkout. Here you will also choose the rate customers will pay.
4. Tier shipping rates
When creating a shipping you rate you can also choose when it's available to customers. For example, you can show the shipping rate when customer has a shopping basket greater than a certain amount.
5. Publish
Once you are happy everything, all you have left is to publish your shipping rates to your store. Changes will take effect immediately.
